(Possibly refers to Public Health Act 1848).

2. 17 Apr 1848 Portion of MS. letter from Richard Dowden, Rathlee, Sundays Well, to 'Dr. Sir', stating that he '....could not sign the address [item 1 above] to the Queen nor advocate its being signed...we have furnished a continual supply of mercenaries to the army and navy, because we has for centuries no more lucrative occupation for our people...'.
