'While agreeing that the Treaty concluded in London in December...does not fully satisfy the claim and the inalienable right of the Irish Nation as an undivided unit to the full and free exercise of its sovereignty....appreciating the situation created by the approval given to the Treaty by a majority of Dáil Éireann....in the hope of uniting the whole nation, we recommend the following proposals to Dáil Éireann as a basis for common effort...' Proposals include that the political differences within Ireland should be adjusted in a constitutional manner, that military leaders have a united command or a cessation of active operations, that a free election be held or an agreed election with 60 pro treaty and 40 anti treaty candidates, that the new assembly enacts a constitution, that the Government be a non-party one, that members promote order, peace and security, the economy, and maintenance of individual liberty and freedom of opinion.
