(however important) when once introduced by the Mayor, put off to another meeting of Council, on the mere pretext of there not being a sufficient number of members attending, as the Bye-Laws on a second Summons only require the attendance of the :M~ayor, one Sheriff, and Common Speaker, and this being a Council convened on second summonses · issued. It will appear, by reference to the above marginal entry of the names of those who attended this day, that the number greatly exceeded what the Bye-Laws require, and that they were of course fully compete~t to transact any business whatsoever, and if they were not conscious of being so, why did they pass any orders this day 1 particularly one for granting money. "March 18, 1794. SAMUEL RowLAND." Present-The Mayor and Sheriffs ; Alden. Kent, Sir J. Frankli·n, Sir S. Rowland; Mr. Izod, Busteed, Lucas, and Perrier, C. S. 25 March, 1794. N.B.-" The several members recited in the margin, who this day attended Council, on a second summons, have thought proper to break up their meeting without doing any business, or even expressing a reason on their Book for such conduct, which I am obliged to assign for them, as otherwise so unprecedented a proceeding must appear most extraordinary to the Freemen at Large; the only reason alledged by them for dissolving the Council was, because I would not withdraw. Ordered, that 2 guineas be paid Wm. Maturin, for newspapers supplied the Mayor from 24 June to 24 Dec. last; It., £83 7s. 3id. to Messrs. Shaw and Evanson, for cloathing for the Bellmen, Exchange Porter, Sarjeant's Bailiff, and Constables, in 1793; It., £44 7s. 3d. to said Shaw and Evanson, for cloathing furnished for the Boys bound apprentice from S. Stephen's Hospital, from 4 April, 1792 to 26 Nov., 1793; It., £10 148. 3d. to the Sheriffs expenses paid for sundry Guards, &c., to protect the peace ; 1:37-2
