were previous to 1761 sold by public auction, and to them was annexed the place of Water Bailiff, experience proving that no inconvenience arose. The mode since pursued became a heavy weight on the Public revenues, and the intention of this Board in the order they conceived was, that the collection of the above dues should be annexed to the office of W aterbailiff free of expense, as formerly practised, and which would be a saving of £60 a year paid the Waterbailiff, and 30 guineas a year to the Dep. over and besides what the dues would on a sale produce, and what they have reason to suppose would fall very short of £200 a year, a matter of serious con- sequence in addition to the revenues. These motives this Board, to make the order, submitted to the considera- tion of the Freemen, ·and if the majority of them should be of opinion with this Board, in the utility of the measure to increase the public revenues, This Board are very far from meaning to dispute the right of the Freemen to elect a W aterbailiff. "Under specious appearances of economy I officially, but unwarily, signed the order (I would say) proposal of this Board of the 30 ult., for letting by public auction the office of Waterqailiff, and having since considered said order, that evils would arise therefrom, especially that of depriving Freemen of their chartered constitutional right of electing such magistrate; I there- fore protest against said order, also against the subsequent proceedings of this Board relative thereto. Ordered, that a posting be put up in the Exchange for electing a Water- bailiff on 29 Oct. inst., that the person elected shall hold the same until the Monday after 29 Sep. next, and under the terms following, He shall act in person as far as Blackrock, have no Deputy allowed except in times of sickness, or other extraordinary cause, then to be appointed and sworn by the Mayor, he must have a Deputy at Cove and another at Passage, to be appointed by the Mayor and Council and sworn by the Mayor, and removed
