Scope and Content: Macartney opens his letter by quoting from a notice: "Catholic Opinion says – 'An International Celtic Congress, for the discussion of questions bearing in the history, literature, art, legislation, religion and social life of the Celts, is to be opened at St Brieuc in France on 15th October.'" He argues that the congress is "an additional reason for persevering in my proposal, as what could be more in accordance with Celtic Custom than the choice of a chief." He continues to discuss the logistics of canvassing the opinions of the MacCarthys and McCarthys listed in 'Thom's Directory' [see letter dated 5 October], and whether the final candidates for chief should be Protestant or Roman Catholic.

Scope and Content: Macartney writes that Denis Florence MacCarthy's approval of their proposal [to elect a chief of the MacCarthy clan] is "most cheering". He includes a draft of the circular to be sent to the 72 MacCarthys and McCarthys listed in 'Thom's Directory', and tells Daniel that he does not think they should be "deterred by the fear of being mistaken for Fenians."

Scope and Content: Macartney sends Daniel a copy of John Goghe's map of Ireland of 1567 [see letter dated 20 September]. He says he has written to a namesake, John Macartney, "a comrade" in the 15th Hussars who he served with in India "some 15 years ago", with regard to the election of a 'McCarthy Mor', and that John has given George his proxy vote.
