The modern levying of rates began in Ireland with the Primary Valuation of Ireland, known as Griffith’s Valuation, conducted and published between 1847 and 1864. These published valuation lists provided the basis for the levying of rates to fund the poor relief work of the Boards of Guardians, and other public works. The information in these lists, recording occupancy, ownership, and rateable value of property, was organised based on County, administrative barony, Poor Law Union, civil parish, and townland/street name. Later valuation lists, and related abstracts totalling valuations and amounts collected, continued to be based on this model until the Local Government (Ireland) Act, 1898, came into effect. This Act created Rural Districts which replaced the use of baronies for administrative purposes. The new system of valuation lists based on numbered electoral districts (EDs) grouped within Rural Districts (RDs) did not fully come into effect until 1908. This system has continued in use to the present day. The rates charged are set by Cork County Council at its annual rates meeting. Historically, rates have been collected from property owners by rates collectors appointed by the Council, whose responsibility it was to collect as much of it as possible, and to explain any arrears or non-payment. These collectors received ‘poundage’, a form of bonus payment, based on their success in collecting

promptly and fully. Latterly, collectors have been employees of the County Council, and the collection of rates directly by the Council’s Rates Office is now common. This Office continues to liaise with the Government’s Valuation Office, which is ultimately responsible for maintaining accurate valuations, and the valuation maps. The Commissioners of Valuation have occasionally modified administrative boundaries for rates purposes, with the approval of relevant local authorities. In addition, owing to changes to the Cork City Boundary, a portion or all of some EDs have gradually become part of the Cork City Rates Collection area (e.g., Blackrock, Blackpool). Since its creation, rates have been a major source of funding for Cork County Council, for much of its existence being the main source of revenue which, together with grants from central government, paid for its work. In the later twentieth century particularly since the abolition of domestic rates, local authorities have become more dependent on government grants, and rates income is one of a number of strands of revenue, others including motor taxation and development charges.

CONTENT AND STRUCTURE

Scope and Content Property Valuation of County Cork, under the General Valuation of Ireland. The series consists of several generations of rates valuation books maintained by rates collectors working for Cork County Council or its predecessor, the County Grand Jury. Rates were collected under the General Valuation of Ireland, and collectors and local authorities made returns to the Valuation Office in Dublin. Valuation lists record occupiers and lessors (owners) of property, its extent, its valuation, and changes to any of the above. Most lists contain totals and abstracts, with annual revisions recorded in different colour inks.

Scope and Content: Valuation lists based on old Cork baronies, as per the earlier Griffith’s Valuation (1847 -1864). These volumes generally contain valuation details for each barony, arranged alphabetically into civil parishes. Many of the volumes contain an Abstract of Valuation (totals for the barony/civil parish/townland) at the front. There is more than one volume for some baronies, and no volume for others. Where there is more than one volume, each generally relates to a different part of the barony, and each was probably used by a separate rate collector. Printed headings referring to ‘Assizes 186 - ’ occur in some volumes, but in general the period covered seems to be from c1888 to 1896. There are no surviving valuation lists for the Barony of Bear, or Barony of Ibane and Barryroe. (CC/R/VL/1/4 and CC/R/VL/1/11 not extant). For valuations from the Barony of Cork and the Barony of Cork Borough refer to the collection of Cork Corporation, reference CP/R/VL.

Scope and Content: Abstracts of valuations are a record of totals of rates collected for urban and rural districts (UDs and RDs), and electoral divisions (EDs). Some of the abstracts note figures for EDs in each RD. Others note totals for RDs and UDs only. 25 abstracts in all are present. The first 17 volumes contain the entire county listing, with 16 covering the years from 1899 to 1924, and one from 1949. The remaining eight volumes are abstracts for districts defined by the County Health board. Early volumes contain abstracts covering a single year, whilst later volumes contain notes of revisions for many subsequent years, e.g., CC/R/VL/2/13 below, which is for 1920, but contains revisions up to 1926.
