Urges him to put the matter to the necessary bodies before notices about the new Income Tax scheme are issued and encloses both his memo on the subject and a letter to C. O’hUigín (Kevin O'Higgins, Substitute Minister for Local Government) suggesting that a General Order be issued on the matter.
